Shaqada habaynta maamulku waa hab dhisid lagu gaadhi karo natiijo wax-qabad maamul ee ugu habboon, una qalanta danta guud ee maamulka laga leeyahay. 1.    Shaqada iyo xilka loo kala qaybiyo xafiisyada iyo shaqaalaha, iyadoo loogu talagelaayo Xafiis kasta iyo qof kasta shaqada iyo mas’uuliyadda uu u qalmo.

2.    Waxa fududaada habka fulinta shaqada iyo meel-marinta sharciyada maamulka ee xaddidan, iyadoo la israacinaayo laamaha Dawlada, intii isku shaqo dhawba, adeeg ahaan.

3.    Waxa waxtar noqda habka go’aan gaadhidda iyo isku xidhnaanta shaqada, min kor  ilaa hoos, hoos ilaa kor.

4.    Qaabka is-gaadhsiinta rasmiga ah oo noqda mid sahlan.

5.    Waxtarka tababarrada iyo habka aqoon korodhsiga oo aad u xoogsada.

6.    Waxa wax-ku-ool iyo waxtar noqda shaqada wax-qabadka maamulka Dawladda ee kala sarreynta, kala danbeynta iyo anshax wanaagga shaqaalaha guud ahaan ee maamulka jaranjarada saddexda qaybood ee kala ah:-

I.      Qaybta Koowaad ee shaqadoodu tahay maareyn guud, go’aan gaadhid, hoggaamin iyo kormeer.

II.      Qaybta u badan aqoon-yahanno iyo farsamo-yaqaano oo shaqadoodu tahay talo-bixin iyo heer kaalin, go’aanse aan gaadhi Karin, hase yeeshee ah maskaxda iyo mashiinka dahsoon ee dhaqaajiya maamulka.

III.      Shaqaale-weynaha fuliya shaqada oo dhan, iyagoo amarka ka qaadanaaya Madaxdooda sare, iyadoo qofka wasiirka loo magacaabona laga rabo inuu ahaado mid ku shaqeeya qorshe saxan, la tashada shaqaalihiisa, ogol in wax laga bedelo fikradiisa maamul iyo hoggaamineed, tix-geliya talada madaxda kale ee ka hooseysa, si habsan ula socda waxa shaqaalihiisu qabanaayo, sixi kara qaladaadkooda, dareemi kara waxay rabaan, u kala saari kara, una abaal-marin kara si caadilnimo ah, una guddoomin kara si xilkasnimo ah.
